Phase I ESAs in California
California due diligence combines the applicable Phase I framework with state and local records. Use this regional guide to plan the inquiry; the scope and availability of services are confirmed for each property.
California records: EnviroStor and GeoTracker
DTSC’s EnviroStor and the State Water Board’s GeoTracker provide access to different regulatory programs and case information. Review relevant case documents, not just a map symbol or case label. Neither database is a complete history of every property; local records, historical research, and site observations remain important.
Los Angeles and Orange County properties
For properties in Los Angeles, Pasadena, Bell Gardens, Brea, and other local jurisdictions, determine which agencies hold building, fire, hazardous-materials, and historical land-use records. Long industrial or commercial histories and changing addresses can require additional research. Local methane or other development requirements, where applicable, should be evaluated separately from the REC determination.
San Bernardino and Riverside County properties
For Inland Empire and mountain-area properties, research may need to address former agricultural use, older fuel systems, septic features, industrial operations, or prior grading and fill, depending on the site. Identify the applicable city or county record custodians and access conditions. A location alone does not determine environmental risk.
